The Office of the Mayor and Council/City Clerk provides many essential administrative duties for the City and the City Council.
About the Department
The City Clerk’s Department coordinates, assembles and disseminates City Council meeting agendas; provides clerical and administrative support to the City Council; records and maintains all City Council actions; prepares and distributes City Council meeting minutes; serves as custodian of official City records and the City seal; facilitates access to such records; coordinates municipal elections; receives nomination papers, campaign statements and all required filings pursuant to the Fair Political Practices Commission; advertises and receives bids and conducts bid openings; facilitates appointments to various Council advisory boards and commissions; and accepts all claims and subpoenas filed against the City.

Lobbyist Information
“Lobbyist” means any person, business entity or organization that is employed, contracts, or otherwise receives compensation in any form whatsoever to communicate with any employee, agent, elected or appointed official of the city of Moreno Valley for the purpose of influencing any city legislative or administrative action on behalf of any other person, business entity, or organization.

Public Access to Ethics and Fiscal Training Records
California Senate Bill 827 requires local agencies with a public website to provide clear instructions and contact information explaining how the public may request copies of ethics and fiscal/financial training records for covered officials.
The Moreno Valley City Clerk’s Office is committed to transparency and compliance with state law. Members of the public may request training records using any of the processes below.
The following records may be requested by the public:
- Ethics training records (AB 1234) – Required every two years for covered officials.
- Fiscal and financial training records (SB 827) – Officials serving as of January 1, 2026 must complete their first training by January 1, 2028, so some records may not yet be available

The city clerk’s office will respond to your request in accordance with the California Public Records Act, which governs timelines and disclosure requirements. SB 827 requires local agencies to maintain ethics and fiscal training records and make them available to the public upon request. The city clerk’s office will provide responsive records as promptly as possible.
