What is a ADU?
An Accessory Dwelling Unit (ADU) is defined as an attached or detached residential dwelling unit that provides complete independent living facilities for one or more persons.
An ADU must include permanent living, sleeping, eating, cooking and sanitation provisions on lots that are zoned to allow single-family or multi-family residential uses that include an existing or proposed dwelling. An ADU can also include an efficiency unit, or a manufactured home (on a permanent foundation only.).

What are the different types of ADUs?
There are different types of ADUs. You will need to research which one will meet your needs, budget, style, and property constraints.
- Converted Space ADU
Existing square footage of existing house, garage or combination of both remodeled into an independent living unit. Learn more... - Attached ADU

Do I need a permit to build an ADU?
Yes, you are required to obtain a permit before you can begin construction on your ADU project. Review the applicable ADU checklist and other documents on the ADU Home page and ADUforYOU for further guidance.

You must still hire a knowledgeable architect or designer to customize the City template sheets per your selected design, create a scaled site plan per ADU site plan requirements, include Title 24 sheets, and other items. See ADU Homepage for the checklists and guides.

Will my ADU receive a new address?
Yes, all ADUs except Jr ADUs will need a new address. Prepare and submit an Address Request online through SimpliCITY.
The request must include a Plot Plan (dimensioned and drawn to scale) and shall detail the placement of the ADU on the property.

Can I rent out my ADU?
Yes, you can legally rent out your ADU. However, no short-term rentals are not allowed in Moreno Valley. The property owner will be required to obtain a business license for the rental property.

Will an ADU increase my property value?
Yes, an ADU will increase your property value / assessment. An additional living space enhances the functionality of your property and can make it more attractive to potential buyers.

Are solar panels required?
Yes, if you build a free standing ADU, State Law requires that it have solar panels.

Can a tiny home qualify as an ADU?
Yes, A tiny home can be an ADU if it is attached to a permanent foundation and does not have wheels.

Is my fifth wheel allowed as an ADU?
No, ADUs cannot be mobile. They must have a permanent foundation.

What is not considered an ADU?
- A house/travel trailer (fifth wheel, motorized recreation vehicle, camper, tent trailer).
- A tiny home that is on wheels and not on a permanent foundation.
- An uninsulated garden shed (not designed as code compliant habitable space)

What are the fees for an ADU?
The plan review & inspection/permit cost for an ADU depends on multiple factors. Costs vary depending on:
- Type and size of ADU
- Special Districts annexation fees
- Fire sprinkler plan submittal & permit fees (if required)
- Public Works Grading plan submittal & permit fees (if required)
- Other outside agencies
To get an accurate cost estimate, contact the Building & Safety, Fire, Public Works, Planning and Special Districts departments once you have a conceptual plan (type of ADU, location, square footage, etc.).
