The goal of the Moreno Valley Fire Prevention Bureau is to safeguard the community from fire and environmental hazards through programs that reduce injuries, loss of life, and loss of property. This is accomplished by ensuring adherence to fire regulations, providing public education, and conducting hazard mitigation inspections.

Multi Family Residential Housing Inspection Program
In 2011, the Moreno Valley Fire Department instituted a Multi Family Residential Housing Inspection Program. California Health & Safety Code Section 13146.2 mandates that the Fire Department inspect multi-family housing units for compliance with the California Fire Code. Our program is aimed at identifying imminent or potential hazards, based on fire code violations, which ultimately preserve property and protect the lives of our tenants. Violations may include: malfunctioning smoke or carbon monoxide alarms; clearance around heat producing appliances; expired or discharged fire extinguishers; egress; fire department access; water supply; and more. The property owner is responsible in ensuring all violations have been cleared in a timely manner, including those violations within a tenant's unit.

Fire Hazard Reduction Program
The Moreno Valley Fire Prevention Bureau is responsible for enforcing the City’s Municipal Code and Fire Code on open space vacant land. The Hazard Reduction Program involves activities that reduce or remove fuel before the onset of a fire. This is to minimize damage to life, property and the environment in the event a fire does occur. The hazard reduction program will be administered twice a year, beginning with weed abatement in the Spring and tumbleweed enforcement in the Fall.
Minimum Lot Clearing Requirements are based on size and fall into four categories:
- Property less than five acres in size
- Property over five acres in size
- Hillside residential property
- Agricultural property
Who is responsible for hazard reduction? You are! Ownership of vacant property brings with it certain responsibilities to ensure that potential risks to our community have been mitigated. As a property owner, you are legally responsible for reducing the hazard. Failure to comply with the Municipal Code may result in a city ordered abatement of your property, where fees may be assessed in the form of a special lien. It is your responsibility to maintain your property in good condition at all times.

Fire Annual Inspection Program
The purpose of the City Moreno Valley’s Fire Annual Inspection Program is to prevent injuries, deaths, business interruption and property damages resulting from fires. In accordance with the California Fire Code and the Moreno Valley Municipal Code, the Moreno Valley Fire Department is authorized to inspect all Moreno Valley businesses for fire safety. Your business may be inspected by either a Fire Inspector from the Fire Prevention Bureau or by a Fire Engine Company.
It is our mission to ensure that our business community has a reasonable degree of life safety at all times. Your help and cooperation in being part of our program is appreciated. If fire code violations are found, an inspector will issue a written Fire & Life Safety Inspection Notice and schedule a re-inspection to confirm that the violations have been corrected. Most violations must be corrected within 10-15 days.
Moreno Valley Fire Inspectors and Firefighters can be identified by the uniforms that they wear and the vehicles they drive. Our Fire Inspectors wear a uniform with a badge and a shoulder patch that says “Moreno Valley Fire” or "Riverside County Fire." They drive vehicles with the City of Moreno Valley seal on the door. Our Firefighters wear uniform with a badge and a shoulder patch that says “CAL FIRE” and will arrive at your business either in a fire engine or a fire truck. We do not use a private company to inspect businesses and we do not repair, perform maintenance or replace equipment.
If you need your fire protection equipment serviced (fire extinguishers, fire sprinkler system, cooking hood system, fire alarm, etc.) it is recommended that business owners get a written agreement from a reputable fire protection service company before work begins. To help in identifying qualified workers, require them to do the following BEFORE you consider retaining their services:
- Do a background check on the fire inspection company.
- Ask what the fire inspection will include and how much it will cost before the inspection starts.
- If you are hiring them to service or repair the fire sprinkler system, request to see their California State Fire Marshal C-16 license issued by the California Contractors State License Board.
- If you are hiring them to perform electrical work or repairs, request to see their California State Fire Marshal C-10 license issued by the California Contractors State License Board.
- Request the inspector to leave any defective parts that they replaced or changed.
- Request a signed invoice.

Defensible Space Inspections
On and after July 1, 2021 when you sell a property that is located in a high or very high fire severity zone, you will need documentation of a compliant Defensible Space Inspection.
