What is Community Development?
The Community Development Department provides a variety of development, business, and neighborhood services directly related to enhancing the quality of life in Moreno Valley. The Community Development Department provides development and quality control services through four divisions:

What Does Each Division Do?
Implement programs in alignment with the City’s General Plan, Municipal Code and CEQA. Direct and allocate resources for current and advance planning programs.
Ensures all projects are in compliance with City and State building codes. Provides plan review, issues permits and building inspection services.
Community Enhancement and Neighborhood Services
Respond to citizen complaints. Enforce the City’s Municipal Code & regulations. Provide citywide Parking Control Services and manage various programs.
Promotes and protects the health, safety and welfare of the City’s animals and residents, through a wide range of services.
